CLIPPER WINDPOWER ANNOUNCES SALE OF 125 MW OF LIBERTY WIND TURBINES TO UPC WIND

FOR DELIVERY IN 2007
With This Announcement, Clipper’s 2006 Transactions Represent Firm Sales Commitments of 495 MW

CARPINTERIA, CALIFORNIA – September 27, 2006 – Clipper Windpower Plc today announced that it has signed a contract with a subsidiary of UPC Wind for the supply of 125 MW of Clipper wind turbines in 2007. Under the terms of the agreement, Clipper will deliver 50 of the company’s 2.5 MW Liberty wind turbines including wind turbine installation supervision, and provide operations and maintenance services for a period of five years. The wind turbines will be utilized by UPC Wind for projects the company plans to develop in the northeastern U.S. during 2007.

Today’s announcement is the second sales and service transaction completed between Clipper and UPC Wind. Earlier this year, Clipper Windpower announced a strategic alliance for project development and wind turbine sales with BP Alternative Energy, a wind turbine sales agreement with Edison Mission Energy, and a wind turbine sales agreement with UPC Wind. Including this announcement, these transactions represent firm commitments of 495 MW of Liberty wind turbines, with clear visibility on a further 160 MW of Liberty wind turbines to be deployed into near-term Clipper development projects,and 2,165 MW of early stage projects.
The latest Clipper wind turbines secured by UPC Wind will be utilized for projects the company plans to develop in the northeastern U.S. during 2007. Produced at Clipper’s assembly facilities in Cedar Rapids, Iowa, USA, Clipper’s 2.5 MW Liberty machine is the largest wind turbine assembled in the United States and the first to deploy a unique distributed powertrain.
Clipper’s 2.5 MW Liberty wind turbines are designed to mitigate loads to components found in many of today’s multi-megawatt wind turbine designs through Clipper’s patented quantum distributed generation powertrain (“DGEN-Q”) and the use of four unique permanent magnet generators. Proprietary variable speed technology also enables operation in a simpler, more efficient manner than standard wind turbine technologies. Grid integration is achieved through power factor regulation technology with ride-through capability which exceeds current and planned standards for electric grid operation; a 2-ton on-board crane simplifies maintenance to significantly reduce service-related costs. The 2.5 MW Liberty turbine installation can be accomplished with a crane sized for standard commercial 1.5 MW units.
